About Us

By virtue of Depratment Order Number 110, Series of 1993 (DO 110, S.1993) of the Department of Public Works and Highways (DPWH), the function for the administration and enforcement of PD 1096, otherwise knwon as National Building Code (NBC) of the Philippines, was devolved to Local Government Units(LGUs). With this devolved function, the Office of the City Building Official (OCBO) implements regulations and requirements for the construction, alteration, repair, conversion, use, occupancy and demolition of buildings pursuant to Section 301 of PD 1096, as well as enforcement of related orders and decisions.

Requirements

Building Permit

  • Four (4) copies of Building Permit Application – NBC Form No. B-01;
  • Four (4) copies of each of the Ancillary Permits;
  • One (1) Locational Clearance (from City Planning and Development Office/ Zoning Dept.);
  • Two (2) copies of Certified True Copy of Original Certificate of Title (OCT) / Transfer Certificate of Title (TCT) covering the subject lot and, in cases where the applicant is not the registered owner of the said lot, a duly registered copy of Lease of Contract or Deed of Absolute Sale; or, in lieu of the certified true copy of the OCT/TCT, a Lot Location Plan generated thru the Parcel Verification Service of the Land registration Authority (LRA);
  • Four (4) sets of each of the survey plans, design plans and other documents prepared, signed and sealed over printed names of the duly licensed and registered professionals, as follows:
    • Architectural documents
    • Civil/Structural documents
    • Electrical documents
    • Mechanical documents
    • Sanitary documents
    • Plumbing documents
    • Electronics documents
    • Geodetic documents
    • Fire Protection documents (to be approved by the BFP)
  • Three (3) copies of valid licenses (PRC I.D.) of all involved professionals, incl. the Professional Tax Receipt (PTR);
  • Estimated value of the building or structure to be created as declared by the owner or applicant and should be duly notarized;
  • One (1) copy of Construction of Safety and Health Program (from DOLE);
  • One (1) photocopy of Community Tax Certificate (CEDULA);

Certificate of Occupancy

  • Four (4) copies of Certificate of Occupancy Application – NBC FORM No. B-11
  • Documentary Requirements
    • Four (4) copies of Duly Notarized Certificate of Completion signed by the owner/applicant and sealed by the duly licensed Architect or Civil Engineer in-charge of the construction, together with the approved plan and specifications, as follows:
      • One (1) copy of the Construction Logbook
      • One (1) copy of the Issued Building Permit and Ancillary Permits
      • One (1) copy of the Issued Locational Clearance
      • One (1) copy of the Owner’s Copy of Fire Safety Correction Sheet and its corresponding FSEC
      • Three (3) copies of the Valid Licenses of all involved Professionals (incl. Professional Tax Receipt (PTR) and PRC Identification Cards)
      • One (1) copy of the photographs of the completed structure showing the front, sides and rear areas
  • In case there are changes in the approved building permit plans, As-Built Plan reflecting all the changes/ modifications/ alterations/ amendments made as an additional document.
