Our Beginnings

The Office of the City Building Offical (OCBO) was separated and distinct office from the Office of the City Engineer on January 20, 2020 by virtue of Memorandum Order No. 13 of Mayor Kirk A. Asis as part of the instituting effective management and administration. With the issuance of Memorandum Order No. 13, the new organizational structure prescribed in the Implementing Rules and Regulations (IRR) of the Presidential Decree 1096 was consequently adapted to be more responsive to the needs of the construction industry.

OCBO will ensure that the NBC and its IRR are uphold and implemented both in the supervision of all works related to buildings/structures and in the issuances of building, ancillary and accessory permits. Technical staff assigned to ensure proper coordination of fieldwork, specifically the conduct of one-time inspection of every building, machinery and electrical installation.

Mandate

Implements the National Building Code of the Philippines, its referral codes and other laws and ordinances related thereto; processes and issues construction permits & certificate of use or occupancy. Conduct inspection of all on-going and completed structures, recommends proper designs & all installations and structurally safe to public and conduct annual inspection of building and other structures to ensure compliance to safety standards.

What We Do

Pursuant to Section 207 of PD 1096, the Office of the City Building Official and its respective Divisions has the following duties and functions:

Responsible for the enforcement of the provisions of the National Building Code of the Philippines (PD 1096) and its Implementing Rules and Regulations (IRR), as well as circulars, memoranda, opinions and decisions/orders issued pursuant thereto;
Responsible in the overall administrative control and/or supervision over all works pertinent to buildings/structures in his area of responsibility and shall be charged with the processing of all applications and certificates as well as the issuances of the same permits;
Responsible in ensuring that all changes, modifications and alterations in the design plans during the construction phase shall not start until the modified design plan has been evaluated and necessary amendatory permit issued

Processing and Evaluation Division

Responsible for the processing of building permits based fromthe National Building Code of the Philippnes, and its Implementing Rules and Regulations
Responsible for facilitating the processing of building permits for documentation
Responsible for the review and evaluations of plans, specifications, estimates and other necessary building documents applied for (building, demolition, sanitary/plumbing, electrical/temporary service connections, mechanical, fencing, certificate of occupancy, annual inspection certificate, sign permit and other ancillary and accessory permits)

Inspection and Enforcement Division

Responsible for serving notices to persons or corporations violating provisions of the National Building Code
Responsible for the conduct of inspection of completed buildings/structures and business establishments
Responsible for the conduct of inspection and monitor of on-going construction activities
Responsible for the conduct of Annual Inspection and Issuance of Permit to Operate

Administrative Support Division

Responsible for proper record management, safekeeping of approved permits and certificates, issuance of certifications, preparation of communications and recording of incoming and outgoing communications
Takes charge of personnel management including appointment papers, leave of absences, benefits, personnel records, discipline, performance evaluation and other personnel related matters
Responsible for proper fiscal administration and management including preparation of budget and program of works, preparation and processing of payrolls, vouchers and remittances

OBJECTIVES

To enhance competencies/skills, knowledge and attitudes of personnel their respective effectiveness areas relative to management and operation, more particularly on the provisions of the National Building Code and pertinent regulatory policies, rules and regulations.

To facilitate the creation of a workplace/environment conducive to promoting personnel wellness and greater productivity.

To ensure responsive and timely processing and evaluation of building and ancillary permits through an integrated infrastructture permit processing system.

To ensure efficiency and effectiveness in the conduct of inspection and enforcement of building policies, rules and regulations provided under the National Building Code.

To develop and maintain an information and education program towards a sustainable advocacy for public awareness to reinforce observance of utmost transparency in the conduct of regualtory services.

To continuingly encourage collaboration and support of stakeholders in the building construction industry in the administrative control and enforcement of policies, rules and regulations and in the implementation of industry development programs and projects.

GOALS

Pursue continuing efforts towards sustainable efficiency and effectivess in the administration and enforcement of the National Building Code.

A socially responsive and constant advocacy for public awareness of rules and regulations and requirements concerning building construction.

Regulatory services integrated with conscientious observance of environmental protection and preservation measures, and aligned rules of public safety and health.
