Our Beginnings

The Office of the City Building Offical (OCBO) was separated and distinct office from the Office of the City Engineer on January 20, 2020 by virtue of Memorandum Order No. 13 of Mayor Kirk A. Asis as part of the instituting effective management and administration. With the issuance of Memorandum Order No. 13, the new organizational structure prescribed in the Implementing Rules and Regulations (IRR) of the Presidential Decree 1096 was consequently adapted to be more responsive to the needs of the construction industry.

OCBO will ensure that the NBC and its IRR are uphold and implemented both in the supervision of all works related to buildings/structures and in the issuances of building, ancillary and accessory permits. Technical staff assigned to ensure proper coordination of fieldwork, specifically the conduct of one-time inspection of every building, machinery and electrical installation.

Mandate

Implements the National Building Code of the Philippines, its referral codes and other laws and ordinances related thereto; processes and issues construction permits & certificate of use or occupancy. Conduct inspection of all on-going and completed structures, recommends proper designs & all installations and structurally safe to public and conduct annual inspection of building and other structures to ensure compliance to safety standards.
